Konstanz studiert. In seiner Promotion besch\u00e4ftigte er sich mit der Frage, wie politische Akteure Entscheidungen unter Bedingungen hoher Komplexit\u00e4t und Unsicherheit treffen und diese kommunizieren. Anschlie\u00dfend arbeitete er in unterschiedlichen Forschungsprojekten an der ETH Z\u00fcrich sowie am Fraunhofer Institut f\u00fcr System- und Innovationsforschung in Karlsruhe. Seit 2022 forscht und lehrt Florian Roth an der Z\u00fcricher Hochschule f\u00fcr Angewandten Wissenschaften (ZHAW). Kurzfristige Effizienzmaximierung steht aber in einem Spannungsfeld zum Ziel systemischer Resilienz: Gerade ein Gesundheitssystem darf nicht nur unter optimalen Bedingungen funktionieren. Ich will es mit einem Bild beschreiben: Ein Formel-1-Wagen ist f\u00fcr Rennen optimiert. Technik, Aerodynamik, Gewicht: Alles ist optimiert auf Effizienz und Geschwindigkeit unter sehr engen Parametern. Zugleich sind diese Boliden nicht wirklich robust, sie sind im Gegenteil sehr st\u00f6ranf\u00e4llig. Darauf gibt es keine einfachen Antworten. Ich bezweifele aber, dass es ein guter Ansatz ist, den Pharmaunternehmen einfach mehr Geld zu bezahlen in der Hoffnung, dass sie das Geld f\u00fcr die Resilienz der Lieferketten verwenden. Die Erfahrung zeigt leider, dass Unternehmen h\u00e4ufig Investitionen in Resilienz unterlassen, um kurzfristig Kosten zu optimieren, insbesondere wenn sie damit rechnen k\u00f6nnen, dass im Falle einer Krise die Allgemeinheit f\u00fcr die Sch\u00e4den aufkommt.<br \/>\n<br class=\"avia-permanent-lb\" \/>Es ist aber gut, dass jetzt wenigstens das Problem in der Gesellschaft und der Politik diskutiert wird. Das Gesundheitssystem kann hier von anderen Bereichen lernen. Prognosen sind schon in normalen Zeiten eine Herausforderung. In Krisenzeiten muss entschieden werden mit dem hohen Risiko, hinterher falsifiziert zu werden. Wer dazu nicht bereit ist, hat im Krisenmanagement nichts zu suchen. Man muss damit leben, dass hinterher alle schlauer sind.<\/li>\n<li><strong><span style=\"color: #000000;\">Der Informationsfluss ist Teil des Problems.<\/span><\/strong> Krisenst\u00e4be werden mit Informationen \u00fcberflutet. F\u00fcr die Verantwortlichen ist es so, als ob sie aus einem Feuerwehrschlauch trinken. Die F\u00fclle der Informationen ist kaum zu bew\u00e4ltigen. In der Schweiz gibt es eine Tradition, \u00fcber entsprechende Vertr\u00e4ge sicherzustellen, dass f\u00fcr Krisenzeiten Vorr\u00e4te angelegt werden. In der Schweizer Bev\u00f6lkerung gibt es ein Bewusstsein f\u00fcr die Notwendigkeit privater Krisenvorbereitung.
